Maybe, I found the bug (a little subtle, of course), but it is
only an hypothesis, because in my tests it do not manifest :-(

The bug is generated by some simple "exit" instruction (instead of "return")
in the /setup/fun/ADDON.fun, function prepare() ??

It this a "subtle" bug because, using "setup" in command-line-mode,
the bug doesn't activate its effect.

In the boot scripts we have something like "setup -a addons": an "exit"
in this case abort the "setup" script itself, and also block the
startup

Anycase, I changed any "exit" to "return" in both the crucial script
/setup/fun/ADDON.fun and setup/fun/LOADER

The result is compressed in attachment. I will release 11r1 to
fix (if *this* is the bug!)
