Yes, I'm sure. muLinux can run in 8Mega DiskOnChip. I installed it in 4M.
The important part is to save a "lock" profile.

Obviously, if you wish a true http server, you have to put BOA web server
in it. Floppy #1 (BASE) and #2 (EXT) are a good starting point as file-server
(FTP, Samba,...)
