then set (bash-) environment variables like this:
export http_proxy=http://proxy.provider.de:3128/
export ftp_proxy=http://proxy.provider.de:3128/

To define targets not to be accessed via the proxy
please set:
export no_proxy='www.me.de, do.main, localhost'
